Director of Information Technology
Justin Hamm currently serves as Director of Information Technology at Horizon Behavioral Health, where he guides technology strategy, modernization, and security.
His background also includes senior leadership roles in healthcare IT, notably as Director of Information Systems for a 240‑bed Community Health Systems facility. There, he served as the organization’s chief information and security officer, led EMR advancement initiatives, managed multimillion‑dollar budgets, and oversaw a multidisciplinary technical team.
Justin holds a Master of Science in Information Systems from Marshall University and a Bachelor of Science in Computer Science & Business Administration from Bluefield University. He maintains industry‑leading certifications including CISSP, PMP, CySA+, and multiple compliance and cybersecurity credentials. His commitment to community and economic development is reflected in long‑standing board service, including roles with the Chamber of Commerce of the Two Virginias and the Bluefield Economic Development Authority.
